Dünya Mirası Listesi, UNESCO’ya bağlı Dünya Miras Komitesi tarafından belirlenmiş ve bulundukları ülkenin devleti tarafından korunması garanti edilmiş, tüm dünya için önemli bir değer taşıdığı kabul edilen doğal ve kültürel varlıkların listesidir. Böyle bir liste oluşturmadaki amaç, tüm insanlığın malı olan değerlerin korunmasında uluslararası işbirliğini mümkün kılmaktır. Düzenli olarak yenilenen listede 2004 yılı itibariyle 134 ülkeye ait 788 varlık bulunmaktadır; bunların 617'si kültürel, 154'u doğal, 23'ü ise kültürel ve doğal varlıktır.
Dünya Miras Komitesi tarafından korunan varlıklar, Dünya Miras Listesi Amblemi ile gösterilirler. Bu amblem, Belçikalı sanatçı Michel Olyff tarafından yaratılmıştır ve 1978’den beri resmi amblem olarak kullanılmaktadır. Ortadaki kare insan yeteneklerinin ve hayal gücünün sonuçlarını, onu çevreleyen yuvarlak ise doğanın sundukların simgeler ; amblemin yuvarlak oluşu, dünya mirasının küresel olarak korunmasını ifade eder.
Liste Nasıl Oluşturulur?
UNESCO'nun 1972 yılındaki genel konferansında hazırlanan 38 maddelik Dünya Doğal ve Kültürel Mirası Koruma Konvansiyonu'nu imzalayan 175'ten fazla ülkenin korumayı garanti ettikleri aday anıt ve sit arasından Dünya Mirası Kriterlerine uygun bulunanlar listede yer alır.
Konvansiyonu imzalayan ülkeler tarafından seçilen 21 ülke temsilcisinin oluşturduğu Dünya Mirası Komitesi, iki uluslararası kurumdan destek alarak (Uluslararası Anıtlar ve Sitler Konseyi ICOMOS ile Dünya Koruma Birliği IUCN) aday gösterilen değerler arasından seçim yapar ve listeyi oluşturur; komite ayrıca Dünya Mirası Fonu'nu yönlendirerek listedeki değerlerin korunmasını sağlar. Dünya Mirası Listesi, her yıl yeni adayların listeye alınması ve yeni ülkelerin konvansiyonu imzalamasıyla büyümektedir.
Dünya Mirası Listesi Kriterleri
Dünya Miras Listesi'nde yer alma kriterleri düzenli olarak güncellenmektedir ancak listede yer alan her varlığın aşağıdaki kriterlerden en az birine uyması ve özgün olması beklenir:
• Yaratıcı insan dehasının ürünü olması
• Belli bir zaman diliminde veya kültürel mekanda, mimarinin veya teknolojinin, anıtsal sanatların gelişiminde, şehirlerin planlanmasında veya peyzajların yaratılmasında, insani değerler arasındaki önemli etkileşimi göstermesi
• Kültürel bir gelenek veya yaşayan ya da kayıp bir uygarlığın tek veya en azından istisnai tanıklığını yapması
• İnsanlık tarihinin bir veya birden fazla anlamlı dönemini temsil eden yapı tipinin ya da mimari veya teknolojik veya peyzaj topluluğunun değerli bir örneğini sunması
• Bir (veya birden fazla) kültürü temsil eden geleneksel insan yerleşimine veya toprağın kullanımına ilişkin önemli bir örnek sunması ve özellikle bu örneğin, geri dönüşü olmayan değişimlerin etkisiyle dayanıklılığını yitirmesi
• İstisnai düzeyde evrensel bir anlam taşıyan olaylar veya yaşayan gelenekler, fikirler, inançlar veya sanatsal ve edebi eserlerle doğrudan veya maddeten bağlantılı olması
Dünya Mirası Listesi'nden çıkarılma:
• Listede yer almalarına neden olan niteliklerini kaybedecek derecede bozulurlarsa
• Aday gösterilirken karşı karşıya oldukları tehlikelere karşı adaylık dosyasında önerilen önlemleri öngörülen zamanda almazlarsa listeden çıkarılırlar.
Dünya Miras Listesi Site komite oturumu
Dünya Miras Listesi komitesi oturumu yılda birkaç defa toplanır, ölçüler tartışılır ve ilgili ülkelerden aday göstermeleri kabul edilir. Yıllık toplantı dünya üzerindeki tüm ülkelerdeki çeşitli şehirlerinde yapılır. Unesco'nun merkezi ofisi Fransa'nın Paris şehrinde yer alır. Sadece Dünya Miras Listesi komite üyesi olan devlet tarafı gelecek toplantıya ev sahipliği yapma hakkına sahiptir.
